Risk level, a customer note and blocking have different effects. Risk and notes help employees assess information; they do not themselves block the customer. Manual blocking changes status and prevents new customer operations.
View and change risk
- Open Customers, find the person, check their details and go to Risks. Viewing requires permission to access additional customer data.
- Select the organization and read the details. Risk level, reason and PEP/relationship flags are shared for the customer; the four text fields below belong only to the selected organization. To edit, click the pencil button; separate risk-editing permission is required.
- Select Low or High risk. If needed, fill in Reason for risk, PEP flags, position and relationship details.
- Click Save, then reread the saved information in the tab.
The risk reason is optional and limited to 1,000 characters. For the selected organization you can enter Business relationship purpose and nature, Financial position, Business reputation and Source of funds. Each is optional, up to 2,000 characters. To remove saved text or an optional identifier, clear the field and save.
Changing the four texts creates one questionnaire for the selected organization. Shared risk information updates existing histories and the selected organization. Numbering is separate; previous questionnaires stay unchanged. Unchanged saves create no versions. With low risk, items 14–16 retain the not-required answer, as does item 17 without PEP status. Otherwise the text or Absent is used.
Block a customer manually
- Check that the right person is selected and review their related transactions. Separate blocking permission is required.
- Click Block in the record. In Block customer, enter Reason for blocking: a nonempty explanation of up to 1,000 characters.
- Click Block to confirm or Cancel to close the window without changing status.
- After success, check the Blocked status. The repeat-blocking button disappears. The saved date and reason appear in the basic information; the reason also appears when a new operation is refused. The change is recorded in history.
A visible button does not mean the action is permitted. Ordinary manual blocking is rejected for an inactive or already blocked customer, and when related transactions are in ongoing states: active, overdue, ready for sale or in store. This check covers different transaction types, not just loans. On rejection, review the message and related records; do not create a duplicate customer to bypass the restriction.
Review a blocking reason
- An auditor or administrator with separate unblocking permission opens the blocking review action in the customer record. A manual or other saved reason can be cleared without Rosfinmonitoring. List findings can only be viewed and reviewed with the extension; without it they are hidden but continue to block the customer.
- Compare the list, person, criterion and identifying details. Select one finding or a separate saved reason. Do not assume a reason of unknown origin was a manual block.
- Confirm or reject the reason, enter a required comment of up to 4,000 characters and save. Check the resulting status and reason; if the block has changed, refresh and review the current reason.
Confirmation keeps the restriction; rejection removes only the selected reason. Other pending or confirmed findings and any other saved reason continue to block the customer. Active status returns only after all reasons are cleared. The decision, reviewer, time and comment are saved; check history is retained and risk is not lowered. The same rejected finding with unchanged identifying details does not block again, even after reimporting the list. Changed customer or listed-person identifying details, or a changed criterion, require a new review.
Customer checks
The Checks tab requires the Rosfinmonitoring extension and the separate checks-viewing permission. Appraisers and territory managers also have it, but it does not grant access to risk, questionnaires, reasoned opinions, risk editing, blocking or unblocking. Manual confirmation of special economic measures remains a separate action.
Before a check, verify the INN and primary identity document in the customer record: only that document is checked, not additional ones. If it has a series, enter the full series and number; for a foreign document without a series, enter the full number. Preserve letters, leading zeros and punctuation: only case and whitespace are ignored.
After the check, open Checks and review the date, list and match criterion. In the terrorist and extremist, IAC and UN lists, both exact and potential pending matches block the customer until compliance review, even with an ongoing contract. A name match remains possible, not proven list membership. Exact documents take priority for a listed person; all their documents and independent findings are considered. Continuing an operation, including a repeated request, cannot bypass these three lists. Central Bank information and special economic measures do not acquire this automatic blocking rule.
FSSP has separate settings and a report rather than its own customer-record tab. FSSP monitoring results alone do not automatically block the customer. Follow the relevant integration's separate instructions for detailed check procedures.
